
The Inspectional Services Department of Boston issued guidelines effective March 12, 2008 on Certification of Roof Decks, in accordance with CBC 9-9.13 (Regulating Access to Roof Areas of Buildings with Residential Units).
All roof decks, or flat roofs without structures used in a comparable manner, are required to be certified every five (5) years, beginning with the date of the ordinance. “Roof Deck” means a flat roof with no structure, but that is accessible and may be used for recreational purposes.
The ordinance does not apply to owner-occupied one and two family dwellings (per MSBC 780 CMR); roof decks accessed through a single access point within owner-occupied units; or roofs not accessible to tenants or alarmed in accordance with CBC 9-9.13.
Existing roof decks that have already been permitted have to comply with the new ordinance by having certifications completed by specified dates in 2009-2012, based on where they are located; then they must be recertified every 5 years after that.
